JASPERS - Joint Assistance to Support Projects in European Regions

JASPERS (Joint Assistance to Support Projects in European RegionS) is a major joint policy initiative of the EIB, European Commission (DG REGIO) and the European Bank for Reconstruction and Development (EBRD).

JASPERS will assist beneficiary countries (principally the new Member States and acceding countries of the EU) to absorb EU Structural and Cohesion Funds over the next budgetary planning period 2007-2013.

Slovakia: JASPERS technical assistance supports investments totalling over EUR 80bn, including EUR 5.7bn targeting priority projects

JASPERS (Joint Assistance to Support Projects in European Regions) completed 127 assignments in beneficiary countries ^{in 2016, continuing to represent a key part of the EIB’s advisory services. The projects supported by JASPERS since 2006 and approved by the European Commission for funding have mobilised total investment exceeding EUR 80bn, of which some EUR 12bn for 61 projects was approved in 2016. Other projects worth of billions of euros are in the pipeline.}

In Slovakia, JASPERS has completed 72 actions and 34 are ongoing. All actions support projects which are crucial for the country, especially in the transport sector. The European Commission has approved 39 of these projects, which have mobilised total investment of EUR 5.7bn, of which EUR 3.1bn in EU grants.

JASPERS initiative takes off

After an impressive surge in activity in 2008, JASPERS continued to expand its activities on behalf of the twelve beneficiary EU Member States in the first nine months of 2009. Between January and September 2009, JASPERS completed 72 assignments. Since 2006, the year in which it started operations, JASPERS has completed 179 assignments and as of 30 September 2009, there were 445 active assignments in progress.

JASPERS technical assistance has supported over EUR 100 billion of investment since its launch in 2006

On 14/15 June 2018 JASPERS (Joint Assistance to Support Projects in European Regions) held its tenth annual stakeholder meeting in Sofia. Since its launch, JASPERS has completed more than 600 assignments in 21 beneficiary countries and represented a key part of the EIB’s advisory services. The projects supported by JASPERS and approved by the European Commission for EU co-financing have mobilised total investment of more than EUR 100 billion.
