SILESIA SUSTAINABLE DEVELOPMENT PROGRAMME

The project will support eligible investment schemes in selected sub-sovereign public authorities in Silesia and Lower Silesia in Poland. The operation is expected to support urban development and infrastructure modernisation. The loan will be structured as a Programme Loan for Framework Loans supporting eligible cities and self-governing regions.

The project is to finance the multiannual investment plans of municipalities and regions, and thus to support urban and regional development and infrastructure modernisation. It is envisaged that the operation will mainly support investments in the areas of urban development and revitalisation, mobility, public buildings for public services including education, health and social care, culture, sport and recreation, environmental infrastructure as well as other investments related to climate resilience and adaptation.

The project will support local and regional multi-annual investment programmes to be implemented in 2021-2029 period. It will finance eligible urban and regional development and infrastructure modernization. In terms of addressing market failures the project will improve facilities, amenities and services, which will result in positive economic and social externalities, in the form of a higher quality of services for businesses and economic activities as well as improvement of quality of life for residents. Further, the financing conditions offered by the Bank (long maturity, length of disbursement period and number of tranches) are rarely available on the local market. Securing long-term and flexible financing is essential for promoters in the municipal sector, especially in the context of economic recovery post-COVID19. 

The Bank will generally allocate its funds only to eligible schemes which are environmentally sound. All schemes must comply with EU environmental legislation as well as comply with the principles and standards of the Bank's Environmental Policy Statement.

The Promoters are subject to the public procurement regime. The Bank will require the Promoters to ensure that contracts for the implementation of the project will be tendered in accordance with the relevant applicable EU procurement legislation: Directive 2014/24/EU, Directive 2014/25/EU, as well as Directive 92/13/EEC and 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU (OJEU), as and where required.
