    Description

    Construction of state road DC403 from Surinje Interchange to Port of Rijeka. The road will run from the Skurinje Node on highway A7 to the Core network maritime Port of Rijeka, mainly through a tunnel. The objective is to remove the bottleneck between the Port of Rijeka and its hinterland. The road DC403 will effectively connect the Port of Rijeka (Zagreb pier) to the highway A7, both part of the Trans-European Transport Network (TEN-T), Mediterranean Corridor (Rijeka-Zagreb-Budapest). The project benefits from a EU grant under European structural and investment funds (ESIF).

    Additionality and Impact

    By providing with an efficient transport link between the port of Rijeka and the hinterland TEN-T road network across the city, the project effectively addresses the incomplete network market failure. It improves the accessibility and contribute to a sustainable development in the area. By shifting the freight traffic away from the street network into a road built inside a tunnel and on a viaduct, it will improve living conditions in Rijeka while enabling further port development. The project contributes to PPG 'Sustainable regions and cities'.


    Given the high investment costs and existing alternatives to the development of port activities in the Adriatic basin, the co-financing of this project between the EC and EIB has a positive impact on the implementation of the project.

     

    The EIB's involvement will facilitate the absorption of EU structural funds by securing national co-financing contributions of EU funded projects in Croatia. The EIB financing provides an essential financial contribution in the form of financial advantage that is currently not available in the market.


     


    Objectives

    The objective is to remove the bottleneck between the Port of Rijeka and its hinterland. The construction of the DC403 will effectively connect the Port of Rijeka (Zagreb pier) to the highway A7, both part of the TEN-T network, Mediterranean Corridor (Rijeka-Zagreb-Budapest). The project benefits from co-financing with ESIF.

    Environmental aspects

    The project is part of several investment programmes and its impacts were captured in several strategic environmental assessments, in line with SEA Directive 2001/42/EC, enacted into the Croatian Law, An environmental impact assessment (EIA) in line with the EIA Directive 2011/92/EU as amended by Directive2014/52/EU was also undertaken. No protected sites are in the impact area of the project, therefore the competent authority considered the project acceptable under the Directives 92/43/EEC and 2009/147/EC.

    Procurement

    The Bank will require the Promoter to ensure that contracts for implementation of the project have been tendered in accordance with the applicable EU procurement legislation, Directive 2014/24/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
