Description
Objectives

Financing of the first stage of the investment programme for the development of a 125 megawatt-peak solar photovoltaic and 83 megawatt / 249 megawatt-hour battery energy storage park in the municipality of Fyli.

The operation will contribute to achieving the REPowerEU objectives and the wider climate and energy targets set at EU and national level. It will support the national renewable energy targets laid out in the Greek National Energy and Climate Plan, which envisages a deep decarbonisation of the Greek economy through development and integration of new renewable generation capacity. Moreover, the operation is expected to have a positive social impact by means of providing free electricity to low-income households of the municipality, and through the regeneration and rehabilitation of the municipal landfill site.

Environmental aspects
Procurement

Greenfield solar PV farms and BESS, including associated infrastructures, adhere to the national legislation having transposed Annex II of Directive 2014/52/EU amending Directive 2011/92/EU, thereby leaving it to the competent authority to determine if an Environmental Impact Assessment (EIA) is mandated. The authorization procedure and compliance with the relevant EU directives, specifically Habitats and Birds Directives (92/43/EEC and 2009/147/EC respectively), will be assessed at appraisal, in particular the potential cumulative impacts assessment and the impacts on protected flora and fauna, including Natura 2000 sites. Given that the project will be built on the landfill site of the Municipality of Fyli, that has been decommissioned and is undergoing rehabilitation, any eventual negative environmental impact of the project is expected to be minimal. The project is expected to contribute to Climate Action and Environmental Sustainability (CA&ES) objectives, in particular to climate mitigation and pollution prevention and control.

The Bank will require the borrower to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation: Directive 2014/23/EU, Directive 2014/24/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
