Case Description
The EIB Complaints Mechanism received a complaint registered under the case reference SG/E/2023/04 from an individual regarding the Zenata Urban Development Project implemented in the Commune of Ain Harrouda, between Casablanca and Mohammedia in Morocco. The project involves the resettlement of more than 40,000 persons. The complainant, who was owning a land in the project area on which he was operating a commercial/industrial activity, informed the EIB-CM that the compensation that was proposed by the promoter did not cover the cost of acquisition of his land. In addition, he was not considered as eligible to acquire a new piece of land in the new industrial area at preferential rate.
The EIB-CM considers that the concerns brought by the complainant can be grouped into the two following allegations:
- Non-payment of the compensation by the promoter to the complainant for the industrial land, following the 2012 judiciary decision
- Resettlement process for the industrial activities of the Zenata area that do not meet the needs of the people affected by the project, are not sufficiently transparent also including eligibility criteria.
Following the initial assessment, the EIB-CM decided to perform an investigation/compliance review.
