Case Description
In November 2023, the Complaints Mechanism (EIB-CM) registered a complaint regarding a component of the “Flood protection measures” operation in the catchment area of the Great Rafina stream (hereinafter “the Rafina project”). This complaint follows three complaints closed in 2023 concerning another part of the operation being implemented in the Erasinos valley (SG/E/2021/12, SG/E/2021/15 and SG/E/2021/17). The project co-financed by the EIB is located in the Attica region of Greece.
The complainants are the three environmental NGOs and a resident of Rafina. The overall allegation is the non-compliance of the Great Rafina stream project with EU environmental law and EIB’s Environmental and Social requirements.
The complainants are in favour of implementation of the project using the nature-based solutions for floods risk management. They point out that the EIB is also advocating for nature-based solutions.
The EIB Complaints Mechanism proceeded to the compliance review of the Great Rafina stream project and is preparing a conclusions report.
