    Description

    Implementation of an advanced manufacturing technology (AMT), fully circular and fully industry 4.0 aligned electric arc furnace based steel mill (mini/micro mill) for the production of rebar and wire rod used in the construction industry, in Romania. The plant includes multiple innovative first-of-its-kind technologies that will be implemented in Europe for the first time. The plant will have a manufacturing capacity of 600 kt/y, uses close to 100% of steel scrap as raw material, employs electrified manufacturing processes and encompass an integrated solar photovoltaic (PV) plant covering part of its electricity consumption.

    Objectives

    The plant will use close to 100% of steel scrap as raw material, employs primarily electrified manufacturing processes, has a compact design, a low environmental footprint and encompasses an integrated solar PV plant covering part of its electricity consumption. Hence, the mini/micro mill to be implemented fully complies with low carbon and circular and steel making. In addition, it supports a project executed in a less developed region, thus supporting the strengthening of the EU's economic, social and territorial cohesion.

    Environmental aspects

    The project consists of a new mini-mill for the production of rebars and wire rod based on steel scrap as well as a photovoltaic plant used to partially power the steel manufacturing plant. The new EAF and casting as well as the new hot rolling mill fall under Annex II of Directive 2014/52/EU amending the EIA Directive 2011/92/EU. This is also the case for the solar PV plant. Hence, all major components of the project will require a screening decision from the competent authorities as defined in the EIA directive. The project is expected to be compliant with the respective best available techniques (BAT). The conformance with BAT, the expected environmental permit timelines and other environmental details will be appraised during due diligence.

    Procurement

    The Promoter has been assessed by the EIB as being a private company not subject to EU rules on public procurement or concessions. However, if at the project appraisal, the EIB were to conclude that the Promoter is subject to EU public procurement legislation, then the Bank would duly inform the Commission Services and would require the Promoter to apply those rules.
