    Description

    The project consist of the rehabilitation of the infrastructure of around 233 km of a single track railway line in Moldova between Bender, Basarabeasca, Etulia and Giurgiulesti.

    Objectives

    The project will restore the original design performance of the line, in particular remove the speed limitations due to the poor conditions of the track. The project will also improve the quality, safety, reliability and availability of the infrastructure, necessary to maintain the existing level of traffic. In addition, the project will increase capacity and generate a potential increase in traffic flows.

    Comments

    This operation is covered by the EU comprehensive guarantee for EIB loans outside the EU.

    Environmental aspects

    If implemented within the EU, the project would fall either out of the scope of the Environmental Impact Assessment (EIA) Directive or under Annex II of the EIA Directive. The competent authority (the Ministry of Agriculture, Regional Development and Environment) analysed the project and has decided that no EIA is required. The criteria used by the competent authority, as any potential impact on protected sites will be analysed at the appraisal. Overall, the project is expected to contribute to a higher modal share of rail over road transport. By promoting sustainable means of transport, the project is expected to present environmental benefits including contributing to climate change mitigation.

    Procurement

    The promoter will be required to implement the project in accordance with the European Bank for Reconstruction and Development (EBRD) procurement rules and procedures, and in compliance with the requirements and standards agreed between the EBRD and the EIB for projects under the Procedural Framework for operations outside the EU, as foreseen in the Bank's Guide to Procurement. In particular, the Bank will require that calls for international tenders be published in the Official Journal of the European Union (OJEU) in accordance with the Bank's Guide to Procurement.
