    The project consists of an operation targeting urban development investments throughout Lebanon.

    Environmental aspects

    The project is expected to have an overall positive environmental and social impact, by improving conditions of life for the population, inside cities where urban services are provided. The sub-projects are also expected to entail positive environmental impacts in both cities and the surrounding rural areas, in particular through the provision of sustainable water management, which is especially relevant in dry climates, urban public transport projects as well as the restoration of riverbeds and green corridors within the cities. This, in turn, is expected to generate positive externalities on public health and the quality of life of residents and tourists. The nature of the works may cause some disruption during construction such as traffic, noise and dust which can be largely mitigated, but no adverse impacts are expected on the environment during the operational phase. The project's compliance with all applicable national environmental legislation as well as the EIB's environmental and social principles, standards and practices, will be verified during the appraisal.

    Procurement

    The promoter will be required to implement the project in accordance with procurement rules and procedures from the French Development Agency (AFD), and in compliance with the requirements and standards agreed between the EIB, the AFD and the Reconstruction Credit Institute (KfW) for projects under the Mutual Reliance Initiative (MRI) for operations outside the EU, as foreseen in the Bank's Guide to Procurement. In particular, calls for international tenders will be published in the Official Journal of the European Union (OJEU) in accordance with the Bank's Guide to Procurement.
