Objectives

Marcegaglia is an industrial group active worldwide in the steel processing sector. The project concerns the promoter's investments in innovation, digitalisation, industry 4.0 and energy efficiency of its production plants in Italy over the period 2019-2021.

The project aims at: - furthering digitalisation and automation of the supply chain and material flows to enhance the flexibility and adaptability of the production process; - reducing manufacturing costs; - increasing product quality; - improving resource and energy efficiency in the manufacturing facilities.

Environmental aspects
Procurement

Although the project investments are all expected to be carried out in existing facilities already authorised, they will partly entail changes of equipment falling under Annex II of the Environmental Impact Assessment (EIA) Directive 2014/52/EU amending the EIA Directive 2011/92/EU. It will be assessed during due diligence if the different measures part of the project require an EIA. All environmental aspects will be appraised in detail during due diligence.

The promoter has been assessed by the EIB as being a private company not being subject to EU rules on public procurement or concessions. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation (i.e. Directive 2014/24/EU), then the EIB would require the promoter to ensure that contracts for the implementation of the project will be tendered in accordance with the relevant applicable EU procurement legislation (2014/24/EU, where applicable, as well as Directive 92/13/EEC), as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
