    Objectives

    Renovation, reconstruction and extension of the Mikkeli Central Hospital campus in Finland.

    The project aims to replace the existing hospital infrastructure with integrated, modern hospital facilities on the existing Mikkeli General Hospital campus, and to consolidate the production of in- and outpatient healthcare and social services on a single site. Expected project benefits include better healthcare and social service workflows, increased energy efficiency, improved access for patients/clients, and as a result more cost-efficient healthcare services.

    Procurement

    Hospitals are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, though the project is covered by Annex II of the directive in relation to urban development. The Bank's services will verify during appraisal the screening decision of the competent authority.

    The public buildings will have to meet at least the relevant national targets on energy efficiency. The design energy performance of the hospital and any specific related targets to be met will be verified during appraisal.

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC and/or 2004/17/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
