The project comprises the new building and/or expansion of pre-primary, primary and secondary schools spread throughout the Comunidad Autónoma de Catalunya.
The project comprises the new building and/or expansion of 41 pre- and primary schools (CEIP), 16 secondary schools (IES) and one special needs school (SES), corresponding to over 177 000 m2 of built area. The 58 sub-projects are listed in Appendix C.
Council Directive 97/11/EEC does not specifically mention Education activities; however they can be concerned by Annex II of the Directive as Urban Development projects. The need for an EIA on the other sub-projects, whose construction has not yet started, will be screened by GISA according to the Directive.
The procurement procedures have been reviewed and are acceptable to the Bank. All procurement procedures applied by GISA are in compliance with Council Directives applicable to public authorities’ procurement and national legislation, including publication in the OJEU where applicable.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
Zero tolerance against fraud and corruption
