The project comprises the new building or expansion of (i) primary, secondary and vocational educational schools, and (ii) primary health care centres spread throughout the Comunidad Autonoma de Catalunya.
The purpose of the project is to improve the supply of educational and health infrastructure and to adapt it to a fast-growing population.
The project concerns the new construction of many small size schools and health facilities; given the size, type and location of the proposed projects, the immediate environmental consequences of the projects are likely to be acceptable. During appraisal the Bank’s services will verify whether any EIA is required and the environmental effects of the project.
All procurement procedures are in compliance with Council Directives applicable to public authorities’ procurement and national legislation, including publication in the OJEU where applicable.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
Zero tolerance against fraud and corruption
The EIB has a zero tolerance policy on fraud or corruption. To report allegations of fraud and corruption relating to EIB-financed projects, please contact the Fraud and Investigation division. All complaints will be treated as strictly confidential and handled in line with the EIB investigation procedures and the Anti-Fraud Policy.
