SMEs for at least 70% of the facility
Small and medium-scale ventures, promoted by small and medium-sized private companies in industry, tourism, services or infrastructure, including small projects undertaken by micro-companies with less than 10 employees.
The proposed credit line would contribute to the promotion of small projects, primarily by SMEs.
Eligible projects will have to comply with relevant European and national environmental legislation.
Where applicable, public procurement procedures will have to be followed and complied with by the final beneficiaries.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
Zero tolerance against fraud and corruption
The EIB has a zero tolerance policy on fraud or corruption. To report allegations of fraud and corruption relating to EIB-financed projects, please contact the Fraud and Investigation division. All complaints will be treated as strictly confidential and handled in line with the EIB investigation procedures and the Anti-Fraud Policy.
