Description

JASPERS, partnerstvo za tehnično pomoč med Evropsko komisijo, Evropsko investicijsko banko (EIB), Evropsko banko za obnovo in razvoj (EBRD) ter Kreditanstalt für Wiederaufbau (KfW), nudi podporo pri pripravi velikih infrastrukturnih projektov, ki se potegujejo za sredstva EU. V letu 2009 je še naprej širil svoje dejavnosti, namenjene dvanajstim upravičenim državam članicam.

V letu 2009 je JASPERS zaključil 133 nalog v primerjavi z 82 nalogami leto poprej, na dan 31. decembra 2009 pa je bilo v njegovem portfelju 426 nalog. Veliki projekti so odtehtali približno 86 odstotkov teh nalog, ostale naloge pa so v glavnem zajemale podporo manjšim projektom in horizontalne naloge za odpravo ozkih grl ali razreševanje problemov, ki vplivajo na več projektov ali podsektorjev.

V okviru ukrepov za spodbujanje okrevanja po recesiji v različnih državah članicah je Evropska komisija novembra 2008 napovedala, da bo za JASPERS v obdobju 2009–2013 zagotovila 25 odstotkov več proračunskih sredstev kot v letu 2008. EIB se je zavezala, da bo tudi sama za 25 odstotkov povečala število strokovnih sodelavcev, ki jih prispeva za JASPERS. Tako je v letu 2009 število sodelavcev, ki delajo na pobudi JASPERS, s 60 povečala na 77.

Evropska komisija je do konca leta 2009 prejela vloge za 144 velikih projektov, od tega 99 za projekte, ki jih neposredno podpira JASPERS. Od 54 lani odobrenih vlog je pomoč JASPERS prejelo 44 vlog. Do konca leta 2009 so naložbe v okviru projektov, ki jih je odobrila Komisija in so bili deležni podpore JASPERS, znašale 7,4 milijarde EUR, od tega je bilo za 4,3 milijarde EUR nepovratnih sredstev EU. Projekti se izvajajo v glavnih sektorjih, ki jih podpira JASPERS. To so: ceste, pristanišča, letališča, železnica, trdni odpadki, energija in mestna infrastruktura.
