Description
The project is part of the framework loan approved and signed with the City of Bialystok ( FL 20100230 ). It includes construction and rehabilitation of road schemes aiming at improving traffic flow and safety
Objectives
The project will enhance the city's transport network, contributing to alleviate its growing traffic and reduce congestion, pollution, and traffic-related accidents. The project is located in an area designated as Convergence Region under the Community Support Framework and is therefore eligible for Bank financing under Article 309, point (a) "projects for developing less-developed regions" and (c) "projects of common interest" (sustainable urban transport), of the EC Treaty.

Environmental aspects
According to the information provided by the promoter about the five schemes included in the project, all of them fall under Annex II of the scope of the EIA Directive 2011/92/EU and have been screened in by competent authority having already the correspondent Environmental Decisions (EIS). In principle, there are not NATURA 2000 areas in the vicinity of the project.
Procurement
The Bank will check/require that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Dir 2004/17/EC/ or 2004/18/EC and Dir. 2007/66/EC), with publication of tender notices in the EU Official Journal, as and where appropriate.
