Summary sheet
The project consists of the construction and upgrading of the existing E-60 road between Chumateleti and Khevi to 2 x 2 dual carriageway standard. The works on the left branch of the Chumateleti-Khevi section of the highway starts approximately 1.3km before the eastern portal of the existing Rikoti tunnel and ends near the village of Khevi. The total length of the left branch of the road is approximately 11.6km long. The works on the right branch start at the north-western portal of the existing Rikoti Tunnel and run for approximately 8.6km to Khevi.
The proposed project will support the Georgian Government in implementing its 2017-2020 upgrade/construction programme of priority roads throughout the country. The objective is to promote sustainable road infrastructure development providing efficient transportation, enhancing cross border/regional connectivity and ensuring short and long-term benefits for all users.
If located in the EU, the project would be subject to the Environmental Impact Assessment (EIA) Directive (2014/52/EU amending EIA Directive 2011/92/EU) and the Birds and Habitats Directives (2009/147/EC and 92/43/EEC respectively). There are no natural 2000 habitats. No protected areas will be impacted. According to the Environmental and Social Impact Assessment (ESIA) submitted by the Promoter, construction and operation of the East West Highway within Chumateleti-Khevi section will not have impact on the protected areas, as the closest national park of Borjomi-Kharagauli is approximately 6kms from the road corridor.
The EIB will require the Promoter to ensure that any procurement procedures on the project are done in accordance with the EIB Guide to Procurement, the relevant applicable EU public procurement rules and relevant applicable local legislation. In particular clause 3.4.5 of EIB Guide to Procurement will be applicable as this project is co-financed with World Bank. Publication of tender notices will take place in the Official Journal of the European Union (OJEU), as required.
This operation is covered by the ELM Guarantee.
