Comunidad Autónoma de las Islas Baleares (CAIB)
The project concerns the co-financing of a large number of mostly small public investments in the schools estate of the Islas Baleares. The programme comprises the new construction, expansion and the rehabilitation or modernisation of the existing school infrastructure throughout the four islands.
The purpose of the programme is to (i) improve the quality of CAIB’s pre-university educational infrastructure; (ii) expand the capacity of CAIB’s pre-university schools to face the fast school-age population growth experienced in the last decade in the islands; and (iii) respond to a different distribution of the student population in the islands.
Educational facilities are not specifically mentioned in the EIA Directive on Environmental Impact Assessment, though the project may be covered by Annex II of the Directive in relation to urban development. During appraisal the Bank’s services will verify whether any EIA is required and the environmental effects of the project.
The Bank requires the promoter to ensure that all relevant contracts for the implementation of the project have been or shall be tendered in accordance with the relevant EU procurement legislation. The procurement procedures will be examined during appraisal.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.

All complaints will be treated as strictly confidential and handled in line with the EIB investigation procedures and the Anti-Fraud Policy.
