In order to radically overhaul and improve its healthcare services, Orléans Regional Hospital plans to carry out a far-reaching modernisation programme over the period 2007-2014. This involves principally the construction of a new hospital near the existing site but on the outskirts of the conurbation to replace the two main hospital sites, La Source and Madeleine.
The project aims to streamline the operation of the various services that are currently dispersed in different locations and group them together. It falls within the main strategic guidelines defined in the projet d'établissement (comprehensive project), which is itself in keeping with the Regional Health Organisation Outline Plan.
The project comprises only new buildings for hospital services requirements. Directive 97/11/EC does not specifically mention the need for an Environmental Impact Assessment (EIA) for hospitals; however, this project could qualify as an urban regeneration project (Annex II or III to the EC Directive). This point will have to be examined as part of the detailed analysis.
The procurement procedures used by French hospitals must be in accordance with EU directives and national laws applicable to public entities.
