În 2014, JASPERS, parteneriatul între DG Politică Regională și Urbană a Comisiei Europene, Banca Europeană de Investiții (BEI) și Banca Europeană pentru Reconstrucție și Dezvoltare (BERD), a continuat să sprijine pregătirea unor proiecte importante ce urmează a fi supuse spre aprobare pentru finanțare nerambursabilă din fondurile structurale și de coeziune, în numele celor 14 state membre ale UE beneficiare (Bulgaria, Cipru, Croația, Estonia, Grecia, Letonia, Lituania, Malta, Polonia, Republica Cehă, România, Slovacia, Slovenia și Ungaria) și trei ţări candidate (fosta Republică iugoslavă a Macedoniei, Muntenegru și Serbia).

2014 a fost un an de tranziție între vechea politică de coeziune din perioada de programare 2007-2013 și noua perioadă 2014-2020. JASPERS s-a implicat în operațiuni legate de finalizarea proiectelor depuse pentru vechea perioadă, pe lângă pregătirea proiectelor pentru noua perioadă. Toate proiectele importante aprobate de Comisia Europeană în 2014 s-au referit la utilizarea fondurilor din perioada 2007-2013.

În 2014, Comisia a aprobat 79 de cereri de finanțare pentru proiecte importante, în comparație cu 86 în 2013, cu un volum total al investițiilor de aproape 1,5 mld. EUR, din care peste 1 mld. EUR finanțări nerambursabile UE.

Volumul total al investițiilor pentru proiectele importante susținute prin JASPERS și care au fost aprobate de Comisie din 2007 până în 2014 a fost de 66,4 mld. EUR, din care finanțările nerambursabile UE au reprezentat 38,9 mld. EUR.
