Complaint
On 30 January 2017, the EIB Complaints Mechanism (EIB-CM) received a complaint concerning the rejection of a project loan application submitted for financing under the European Fund for Strategic Investments (EFSI). The complainant questions the motivation of the EIB services' refusal for the loan on procedural and regulatory grounds of the Regulation (EU) 2015/34 of the European Parliament and of the Council of 25 June 2015.

The EIB-CM has performed an assessment of the complaint.
Conclusions
Following a decision of the EIB’s services not to participate in the financing operation proposed by the complainant and after providing the complainant with a motivated reasons for the decision, a decision that falls outside the scope of the EIB-CM, the EIB-CM concluded that there were no grounds for a complaints procedure on the basis of the EFSI Regulation (EU) 2015/34. Therefore, the EIB-CM proceeds to close the case.
