Vice-President Mourinho Félix’s areas of oversight include the Blue economy, Funding and treasury, Multiannual Financial Framework (MFF), InvestEU (implementation, jointly with Vice-President Czerwińska), Just Transition Mechanism (on a project level in consultation with sectorial oversights), Recovery and Resilience Facility, project eligibility, technical and economic assessment, Economic research, financing of the migration response, financing operations in Portugal, Spain, Algeria, Morocco, Tunisia, Latin America, Cuba, Caribbean States and the Community of Latin America and Caribbean States (CELAC). Vice-President Mourinho Félix also oversees the relations with rating agencies, national promotional institutions (NPBs), the European Long-Term Investors Association (ELTI), the Inter-American Development Bank (IADB), the Caribbean Development Bank (CDB), Eurostat, the Organisation for Economic Co-operation and Development (OECD), the World Trade Organization (WTO), the Bank for International Settlements (BIS) and think tanks.

On 11 January, the EIB issued a new EUR 1.5bn Sustainability Awareness Bond (SAB) due 15 May 2041. On the back of demand in excess of EUR 22.5bn (excl. JLM), the transaction was upsized from initial target size (EUR 1bn) and priced at mid-swaps less 7bp, 2bp tighter than initial guidance. The issue had a re-offer yield of -0.003%, offering a spread of 30.6bp over DBR 4.75% 07/04/40 and 6.3bp below FRTR 4.5% 25/04/41.
The EIB will provide €65 million and BPI an additional €47 million to EDP Renováveis S.A. (EDPR), one of the main producer of wind energy in the world, to finance the construction and operation of two onshore wind farms with a total nominal capacity of 125 MW in the districts of Coimbra and Guarda, Portugal. The project is co-financed by Banco BPI and the EIB financing is backed by the European Fund for Strategic Investments (EFSI), the main pillar of the Investment Plan for Europe.
