The European Investment Bank Group condemns Russia’s invasion of Ukraine. From day one, we have made Ukraine a top priority, financing projects that support its resilience through stronger infrastructure and key public services, such as energy grids, clean water, schools, hospitals and railways. Our support for Ukraine and its people is unwavering.

Since the start of the war in 2022, we have financed more than €4 billion for Ukraine’s most urgent needs. We break down our support and why it matters.

Our 2025 financing

In 2025, the European Investment Bank Group provided record new financing of almost €1.5 billion under EU guarantees to support Ukraine’s recovery and resilience.

Why it matters
The financing supports the energy sector, helping ensure reliable electricity and heating. It also strengthens other essential services, including water, transport, healthcare, education and businesses.

Immediate assistance, backed by an EU guarantee, for the Ukrainian authorities.

Why it matters
It helps the Government of Ukraine meet most immediate and urgent financial needs.

Why it matters
This support helps Ukraine fix damaged infrastructure, restart municipal services, and support urgent energy efficiency measures in preparation for the cold season.

Our humanitarian donations are coordinated by the EIB Institute.

Why it matters
The donations prioritise emergency relief for people impacted by the conflict in Ukraine and its neighbouring countries.

Strengthening Ukraine’s energy security

The €50 million in financing will help Ukraine replenish its gas reserves in winter amid ongoing Russian strikes on its power grid. It builds on a previous €300 million loan to Naftogaz, the state gas company, and creates incentives to invest in renewable energy.

As the financing arm of the European Union, we are working with Ukrainian authorities and the United Nations Development Programme on three recovery programmes to rebuild critical infrastructure and meet Ukraine’s essential needs. Ukrainian Paralympians: From Poltava to Paris

Meet the Ukrainian Men's Sitting Volleyball team, who made it to the 2024 Paralympic Games in Paris. The team trained for this monumental event at the Kolos Sports and Rehabilitation Complex in Reshetylivka, Poltava Oblast, which was renovated with our support. Opened in 2023 amid war, it has become a hub for people with disabilities and professional athletes, including Ukraine’s national Paralympic and Deaflympic teams.
