Criado ao abrigo da Parceria UE-África para as Infra-estruturas, este instrumento inovador é uma resposta conjunta da UE aos objectivos de desenvolvimento da União Africana e da sua Nova Parceria para o Desenvolvimento de África (NEPAD). Em finais de 2009, o Fundo Fiduciário UE-África para as Infra-estruturas (FFI) tinha realizado bons progressos em comparação com o ano anterior, confirmando assim a tendência positiva registada desde que foi lançado, em meados de 2007.
