Albania and the EIB

We support the development of safe, efficient and well‑connected transport networks in Albania. Our financing focuses on improving road and rail infrastructure, strengthening regional connectivity and enhancing safety, including support for key rail corridors such as the Vorë–Hani i Hotit line and the Durrës–Rrogozhina section, which link Albania with regional and European transport networks.

We support investments that strengthen water supply and wastewater services, improve environmental protection and enhance climate adaptation and resilience. This includes cooperation with the European Union through the Western Balkans Investment Framework, notably support for flood protection along the Mati River and climate‑resilient water infrastructure that improves public health and environmental outcomes. To help financial institutions and businesses address climate risks, we also provide tailored support under our Greening Financial Systems programme. 

We support private sector growth in Albania by improving access to finance for small and medium‑sized enterprises and mid‑caps. Through partnerships with local financial intermediaries and EU‑backed support, we help businesses invest, modernise and preserve jobs, including support for decarbonisation and greener production processes.

We support sustainable urban development through investments and technical assistance that improve quality of life, climate resilience and environmental sustainability in cities and regions. This includes integrated urban regeneration and heritage‑led renewal projects such as the restoration of the National Historical Museum, helping create more liveable urban environments. We also promote balanced regional development beyond major cities through initiatives such as the “Gate of the Alps” programme, supporting upgrades in infrastructure, tourism and environmental protection across the country.

We support the modernisation of Albania’s energy sector to improve security of supply, network efficiency and regional integration. Our investments strengthen electricity transmission and distribution infrastructure and support Albania’s role as an energy transit country, including through regional projects such as the Trans Adriatic Pipeline.
