EIB Advisory support in 2025
- Launching the first project under the Bank’s Global Gateway Infrastructure Project Delivery Facility, to support climate resilient roads along a strategic corridor in Senegal.
- Improving connectivity in EU neighbourhood countries such as Armenia, Azerbaijan, Georgia, Moldova and Ukraine, through the Facility for Eastern Partnership Investment in Connectivity (EPIC)
- Deploying broadband, by expanding national data centres in Albania, Montenegro and Kosovo*, and modernising railways along the TEN‑T core network, including renovating two navigation locks on the Djerdap Gorge in Serbia near the Romanian border and improving Albanian railways.
- Completing several multi-year programmes, including the Clean Oceans Project Identification and Preparation Initiative in sub-Saharan Africa and the SAAMBAT Technical Assistance Programme in Cambodia, building skills and training for central and local authority staff.
- Supporting private sector access to finance through expert training under the Africa Venture Finance Programme, technical assistance for small and medium businesses in the southern neighbourhood, and support helping financial intermediaries align with the Climate Bank Roadmap, through the Greening Financial Systems programme.

Backing energy, housing and rail projects
In 2025, 60 new advisory assignments focused on operations outside the European Union. Over the year, EIB Advisory supported 52 EIB Global financing operations, representing €4.7 billion in financing. This included €86 million in advisory services disbursed under service contracts, complementing in-house expertise. During the year, we also signed 63 technical assistance agreements with beneficiaries – paving the way for new collaborations.
Ukraine remained a top priority in 2025. Through the €100 million EU4Ukraine Advisory Programme and the JASPERS initiative, EIB Advisory supported EIB operations across several sectors.
A particular focus was on energy, with assistance for Ukraine’s grid operator, as well as Naftogaz and Ukrenergo, to access funding, improve project quality, meet technical standards and build local expertise. Through JASPERS, EIB Advisory also supported the development of the Ukraine-Romania power interconnector, the modernisation of district heating systems, social housing projects across 17 cities, and the launch of EIB financing for the first EU-gauge railway in Ukraine.
