Description
The operation consists of an investment loan for urban transport measures to improve the safety and accessibility of pedestrians in Sector 1 of Bucharest.
Objectives
The project, to be implemented between 2022 and 2026 consists of investments aimed to: - reduce traffic speeds via the introduction of elevated pedestrian crossings and traffic calming, and other speed management measures; - increase protection and visibility around schools via the installation and modernisation of fences and road markings and other low-cost road safety measures; - improve signage and visibility via the installation and modernisation of road signs; - increase protection and accessibility of pedestrians via the installation of bollards and pillars along footpaths, and other relevant measures. The project is aligned with the objectives of the Sustainable Urban Mobility Plan(SUMP) of Bucharest, which highlights the need for investment in road safety, and supports the internal priorities for Sector 1.
Comments
The Municipality of Sector 1 has requested technical assistance from the EIB Advisory Hub to review the scope, location and typology of the interventions proposed.

Environmental aspects
The promoter's environmental management capacity to apply the relevant EU Directives will be verified during appraisal, particularly with regard to EU environmental impact assessment (EIA) Directive 2011/92/EU amended by 2014/52/EU, EU Strategic Environmental Assessment (SEA) Directive 2001/42/EC, EU Habitats Directive 92/43/EEC and EU Birds Directive 2009/147/EC. In its current composition, the project falls outside of the scope of the EIA Directive; nevertheless, compliance with the relevant Directives will be further assessed during project appraisal. The project should have an overall positive impact on the environment by providing better facilities for walking and increasing safety for road users.
Procurement
The promoter has to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/23/EU / 2014/24/EU / 2014/25/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
