Description

The project concerns upgrading the existing railway station in the city of Vác. The station is located on the main railway line No 70, which is part of the TEN-T comprehensive network, and the European Railway Traffic Management System (ERTMS) priority corridor E.

Objectives

The project contributes to the objective of promoting sustainable transport on the TEN-T core and comprehensive networks, with an expected increase in rail usage thanks to a shift from road to railways.

Environmental aspects

The investment is part of the Transport Operational Programme 2007-2013, which underwent a strategic environmental assessment (SEA) procedure and the environmental effects were assessed. Given the nature of the project, it falls under Annex II of the Environmental Impact Assessment (EIA) Directive (2011/92/EU) and the need for an EIA must be verified at allocation stage. For this major project, a preliminary environmental impact assessment was performed. On the basis of the findings of this assessment, the competent authorities decided, in practice, to screen out the Vác station reconstruction from completing a full EIA procedure. The environmental permit has been issued for the project, which is not expected to affect any Natura 2000 site.

Procurement

The promoter is a public company obliged to comply with European and national public procurement legislation. All of the works and services related to the implementation of the project have already been procured accordingly. The construction works and associated supervision were procured by the promoter in accordance with Directive 2004/18/EC. All the bid notices for construction and services were published in the Official Journal of the European Union (OJEU) and all the contracts have been awarded and signed.
