        EIB Group Climate Bank Roadmap 2021-2025 – An independent evaluation

        Description

        This independent evaluation of the EIB Group’s Climate Bank Roadmap (2021-2025) aims to inform its next phase for 2026-2030. It assesses how the EIB Group’s financing activities, products and advisory services have evolved since 2021. It also looks at how the Roadmap was implemented and how it contributed to the Group’s positioning as the EU climate bank.

        The evaluation finds that the EIB Group significantly increased its green financing , establishing itself as a leading green financier. Despite some implementation challenges, the Roadmap helped mobilise the Group around a shared objective.

        The evaluation makes three recommendations:

        1. Develop a shorter Roadmap for 2026-2030, with a strong focus on strategic directions to allow for greater flexibility.
        2. Simplify the Roadmap's implementation and reporting frameworks.
        3. Identify operational priorities for the EIB for 2026-2030 based on market gaps, investment needs, and where the Bank can add value while making the best use of its resources.

        This evaluation was undertaken in conjunction with the independent evaluation insights on the EIB Energy Lending Policy, which informed the new EIB Group Energy Sector Orientation published alongside the Climate Bank Roadmap for the 2026-2030 period.
