    Description

    D1 Budimir-Bidovce. The project concerns the construction of a new 14.4 km 2x2 lanes motorway section of the D1 motorway between Budimír and Bidovce and the construction of a 1.061 km 2x2 lanes express road section of the R2/R4 from the intersection of Kosické Olsany to the intersection of Hrasovík on road I/50.

    Additionality and Impact

    The Project is located on the Core TEN-T Network in a Cohesion region of Slovakia. The Project addresses the market/network failures related to accessibility along the Core TEN-T Network, in particular the Rhine-Danube TEN-T CNC. The Project will improve connectivity and accessibility as well as the traffic safety situation in the region of Kosice. The project will contribute to decongest the city centre of Kosice and to avoid that HGVs passes through it. The Project will serve local, regional and international traffic demand including trans-border transport between Poland and Hungary, as well as to and from Ukraine. The project has benefited from JASPERS' Technical Assistance to the Managing Authority to prepare the EU funds application.

    The conditions of the EIB loan, notably its long tenor (up to 30 years) and advantageous financial terms, will contribute to facilitating the absorption of EU funds and increasing the financial flexibility and investment capacity of the Borrower. 

    Objectives

    The project is essential for completing the motorway D1 between Bratislava and Kosice, which is part of the Rhine-Danube Trans-European Transport Network (TEN-T) core corridor. The project will contribute to decongest the city centre of Kosice and to avoid that Heavy Good Vehicles (HGVs) passes through it, enhancing travel times, reducing unnecessary operating costs and improving travel safety. It will as well provide a safer and cleaner environment for the Kosice inhabitants and other population living in the area. The project will also facilitate the regional flow of transport, especially the flow of freight transport between Poland and Hungary, as well as trans-border transport to/from Ukraine, and the access of local inhabitants to the main villages and urban centres in the region.

    Environmental aspects

    The project sections are included in the Strategic Plan for Development of Transport Infrastructure in Slovak Republic (SR) until 2020, phase I-Masterplan 2020 and in the Strategic Development Plan of Transport Infrastructure of the SR by 2030, phase II-Masterplan 2030 which were subject to a Strategic Environmental Assessment (SEA) in 2014 and 2016 respectively. The project was subject to an environmental impact assessment (EIA) in accordance with the EIA national legislation in force at that time (Act of the National Council SR No. 127/1994 on Environmental Impact Assessment). The EIA Decision was issued in 1998. Subsequently, the project was subject to three EIA screening procedures (Notification of Changes) in May 2013, July 2015 and September 2016. In addition to this, the Ministry of Environment carried out an EIA Compliance check of the project in 2018. The Territorial Decision was issued in 2008 and the Building Permit in 2015. The project construction started in 2016 and completed in December 2019. The project is not interfering with Natura 2000 sites.

    Procurement

    The Promoter is a public contracting authority subject to the relevant EU directives. The procurement is following the principles of the Directives 2014/24/EC and 89/665/EC. The project works and service contracts were procured between 2015 and 2016 through an open tender after international publications in the Official Journal of the European Union (OJEU).
