    Description

    The project consists of a programme to finance a new portfolio of research and innovation projects in the south of Italy, through a combination of European Structural and Investment Funds, the EIB and other resources.

    Objectives

    This operation will complement the scope of a Fund of Funds (FoF) recently established by the EIB and the Italian Ministry for Education, University and Research (MIUR), funded with European Structural and Investment Funds (ESIF) and dedicated to finance Research, Development and Innovation (RDI) projects in eight regions of southern Italy. The project objectives are to reinforce the impact of the FoF initiative by involving EIB resources and to multiply the public funds dedicated to the FoF by crowding in additional private capital.

    Environmental aspects

    This programme loan will most likely primarily concern investments in research, development, and innovation (RDI) and manufacturing. In most cases, an Environmental Impact Assessment (EIA) will not be required as per the EIA directive 2014/52/EU amending the Directive 2011/92/EU. However, the EIB/Intermediaries will verify compliance of the final beneficiaries with the relevant applicable EU environmental legislation and in particular with the requirements under the EIA Directive. The Bank will require final beneficiaries and/or the Selected Intermediaries to take all the requisite measures to ensure that environmental procedures carried out by the final beneficiaries for the projects that the Bank finances will comply with the relevant EU and the applicable national legislation.

    Procurement

    The Bank will require the Selected Intermediaries to ensure that contracts for the implementation of the project have been and shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC, 2014/24/EU where applicable, and/or 2004/17/EC, or 2014/25/EU where applicable, and/or 2014/23/EU where applicable, as well as Directives 89/665/EEC, 92/13/EEC and 2007/66/EC) as interpreted by the Court of Justice of the European Union, with the publication of tender notices in the Official Journal of the European Union, as and where required.
