    Description

    The project comprises the refurbishment and extension of the existing hospital campus in Helsingborg.

    Objectives

    The project supports the extension, rehabilitation and reconfiguration of the hospital in Helsinborg in Skåne, the southernmost region in Sweden. The hospital is currently providing the service from a building erected in the 1970s which is at the end its economic lifetime and no longer suitable to provide an efficient modern healthcare service. To overcome this investment backlog, the region's council approved in March 2012 a long-term investment programme to extend the existing facility with a new building of about 40 000 m2 and to rehabilitate the existing buildings.

    Environmental aspects

    Hospitals are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, though the project is covered by Annex II of the directive in relation to urban development. The Bank's services will verify the competent authority's screening decision during appraisal.

    The public building will have to meet the relevant national targets on energy efficiency as a minimum. The energy performance design of the hospital and any specific related targets to be met will be verified during appraisal.

    It is expected that the project will have positive social benefits, as healthcare is an element of social cohesion.

    Procurement

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC and/or 2004/17/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
