    Description

    The Capital Masterplan aims to meet the changing patterns of research and teaching activity that result from changes in the size and shape of the university. Projects financed will include data institutes and infrastructure development on the Old Road Campus site.

    Objectives

    The Capital Masterplan will provide high quality modern teaching and office-based research facilities that encourage inter-disciplinary and collaborative work, the development of world-leading medical research facilities alongside operational clinical facilities, and the redevelopment of science buildings to meet demand for state-of-the art laboratory-based teaching and research.

    Environmental aspects

    Universities and research institutions are not specifically mentioned in Directive 2011/92/EU on environmental impact assessment (EIA). However, as the project entails the construction of new buildings, it might therefore fall under Annex II of the directive in relation to urban development.
    Full environmental details will be assessed during the project due diligence.

    Procurement

    The promoter has been assessed by the EIB as being a private organisation not operating in the utilities sector and not having a status of a contracting entity, thus not subject to EU rules on public procurement. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation (i.e. Directive 2004/17/EC), then the Bank would require the promoter to ensure that contracts for the implementation of the project are tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/17/EC and Directive 92/13/EEC), with publication of tender notices in the EU Official Journal, as and where required.
