Promoter – Financial Intermediary

Volta River Authority (VRA).

Location

Description

The project consists of the design and construction of a 330 kV high voltage overhead transmission line, single circuit, with a length of about 215 km, between the existing substation at Aboadze and the Volta substation near Accra, including the related substations.

Objectives

The project will connect expanding generation plants in the South West of Ghana with the growing load centres in Accra and Tema, thereby contributing to the stability of the grid and the reduction of transmission losses. It also forms part of the initiatives for the West African Power Pool (WAPP).

Sector(s)

Proposed EIB finance (Approximate amount)

The EUR equivalent of USD 13.6 million.

Total cost (Approximate amount)

Project cost is expected to be of the order of USD 61.5 million.

Environmental aspects

An equivalent project in the EU would fall under Annex I of the Environmental Impact Directive, requiring a full EIA. A full environmental impact assessment study has been prepared prior to start of works, including public consultation. The line routing avoids heavily populated areas and goes around the cities of Accra and Cape Coast and avoids sensitive areas, where possible. About 300 households will be directly affected by the construction and maintenance of the right of way. The compensation and resettlement action plan provides details for compensation for land use, removal of buildings and losses of crop. Some minor forest reserves will be crossed and agreements for tree harvesting have been reached with the forest services. The competent authority has issued the necessary environmental permit. The environmental impact can be considered acceptable for this kind of project, which through the introduction of high voltage transmission lines will make a significant contribution to reducing electrical losses and thereby limit the need for additional fossil fuel-fired power generation.

Procurement

All main contracts will be awarded through international competitive bidding procedures, and as far as the items to be financed by EIB are concerned, with publication in the Official Journal.
