    Description
    Objectives

The project will finance the construction of a new wastewater treatment plant along Wadi Zarqa, downstream of the existing As Samra wastewater treatment plant. The new plant, with a capacity of 150,000 cubic metres per day, will treat the increased loads of wastewater in the cities of Amman and Zarqa.

The new facility will serve the Amman and Zarqa areas, impacted by population growth, migration and the influx of refugees, as well as other areas such as Duliel, Sukhneh, including communities located further north that are currently not served by the existing As Samra wastewater treatment plant. The Wadi Zarqa plant will be implemented in two phases with an initial capacity of 150,000 m3/day (Phase 1 to cover the needs to 2034) to be expanded further to 350,000 m3/day (Phase 2 to cover the needs to 2045). The project involves the construction of the first phase of the new Wadi Zarqa wastewater treatment plant to be located in the Zarqa Governorate, northeast of the city of Amman and downstream of the existing As Samra plant as well as the associated wastewater conveyance lines.

    Environmental aspects
    Procurement

The project will have a positive impact through: (i) continued provision and expansion of sanitation services; (ii) adaptation to climate change impacts by providing valuable water for re-use in irrigation from the treated effluent; (iii) greenhouse gas emissions savings through renewable energy generated from biogas through the digestion of the produced sludge, and (iv) protection against pollution. Inside the EU, the project components would be categorised under Annex I of the environmental impact assessment (EIA) Directive 2011/92/EU as amended by the Directive 2014/52/EU. The compliance with principles of relevant environmental EU legislation and EIB's Environmental & Social Standards as well as climate change aspects will be further examined during appraisal.

The promoter to ensure that implementation of the project will be done in accordance with the EIB's Guide to Procurement.
