Description
Objectives

Programme loan financing the regional water operating companies' (ROCs) contribution during the 2014-2020 programming period to the investment programmes funded by the Operational Programme Large Infrastructure

This operation will support the implementation of the priority projects in the water sector in Romania and is notably expected to contribute to further improving Romania's compliance with the EU Drinking Water and Urban Waste Water Treatment Directives.

Procurement

The projects are expected to contribute to the protection of water bodies by implementing the EU Directive for Urban Waste Water Treatment and by ensuring an efficient and sustainable use of water resources thanks to a reduction of technical water losses and water demand. The Bank will require the promoter to respect the provisions of the relevant EU directives, including the Strategic Environmental Assessment (SEA), Environmental Impact Assessment (EIA), Habitats and Birds Directives, as transposed into national law.

The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC, or 2014/24/EU where applicable, and/or 2004/17/EC, or 2014/25/EU where applicable, and/or 2014/23/EU where applicable, as well as Directives 89/665/EEC and 92/13/EEC), as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
