Programme-loan to support energy efficiency investments in private residential buildings in France.
The project supports an innovative approach by French regions of "tiers financement", established to provide technical and financial assistance to homeowners and homeowner associations for energy efficiency retrofit. The project will involve public and public-private entities as well as commercial banks to provide long-term funding to final beneficiaries.
This operation intends to bring environmental benefits by supporting projects that reduce energy consumption, and help to mitigate climate change. The individual schemes to be financed are likely to be small and are expected to have very limited negative environmental impacts. Given the scale, location and nature of the sub-projects in built-up urban areas, an Environmental Impact Assessment, as defined under the EIA Directive 2011/92/EU, is not required.
The Bank will require the promoters to ensure that contracts for the implementation of the programme have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/17/EC and Dir. 2007/66/EC [amending Directives 1989/665/EEC and 1992/13/EEC]), with publication of tender notices in the EU Official Journal, as and where required.
