Description

Framework loan to finance a regional programme comprising noise prevention measures in existing buildings (high efficiency glazing and insulation of walls and roofs) to protect the population in the designated areas against noise from the new Berlin-Brandenburg airport.

Objectives

The protection zones around the new Berlin-Brandenburg International airport are located in the phasing-out region. The implementation of the project will improve the urban fabric in the neighbourhood of the airport with the prime objective of noise reduction within the individual buildings. Secondary energy efficiency gains are also expected.

Environmental aspects

The project does not fall either under Annex I or II of the EIA Directive. Furthermore, it will not have an impact on an area forming part of the Natura 2000 network. The project is expected to bring an overall positive environmental impact through reducing annoyance caused by noise pollution.

Procurement

The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Dir 2004/18/EC and Dir. 2007/66/EC [amending Directives 1989/665/EEC and 1992/13/EEC]), with publication of tender notices in the EU Official Journal, as and where required.
