Description

The project relates to the roll-out of fibre-based broadband telecommunication network in Lithuania to provide the infrastructure needed to extend the reach of broadband services mainly to rural areas of the country.

Objectives

The project will address the lack of availability of telecommunications backbone infrastructure in low-density areas and will support the closing of the digital-divide within Lithuania.

Environmental aspects

Investments in fixed telecommunications projects (including civil works investments for fibre roll-out and transmission systems) do not fall under Annex I or II of the EIA Directive 2011/92EC. Fixed telecommunication systems have Iimited environmental effects, apart from disturbances during civil work constructions, which can be mitigated by appropriated measures. Full environmental details will be assessed during appraisal.

Procurement

The Promoter is classified as a public sector organisation for procurement purposes. The Bank will require the Promoter to ensure that all relevant contracts for the implementation of the project have been or shall be tendered in accordance with the relevant EU procurement legislation. The detailed procurement issues will be examined during appraisal.
