    Description
    Objectives

    The project concerns the construction, rehabilitation and equipping of 15 technical secondary schools (lycées techniques professionnels, LTPs) across various regions in Benin. The loan is expected to finance infrastructure and equipment for six of the 15 LTPs included in the project.

    The aim is to improve the alignment between the skills of young people and the needs of the labour market. The project will support youth employment and economic growth in Benin. A higher employment rate will contribute to enhance well-being and reduce poverty among the population.

    Additionality and Impact

    The proposed project relates to the construction/rehabilitation and equipment of 15 vocational technical high schools (lycées techniques professionnels (LTP)), which are expected to benefit some 18 855 learners yearly. The project addresses a sub-optimal situation with regard to investments in vocational education and training in Benin. The project is expected to contribute to matching the skills of young people and the needs of the labour market, thus increasing formal employment.


    By supporting human capital formation, the project is aligned with the priority area 1 (human capital) of the Multiannual Indicative Program 2021- 2027 for Benin. The project is also aligned with Benin's national development plan spanning 2018-2025 and its first pillar on human capital and population's welfare. The project will contribute to advance several Sustainable Development Goals.

    The EIB offers a long-term loan with extended disbursement to match project needs, helping to improve the Borrower's debt sustainability. The EIB's Technical assistance will support projectb implementation, reduce procurement risks, and ensure compliance with EIB procucrement and environmental standards throughout the project lifecycle

    Procurement

    The project will comply with applicable national environmental legislation and with the EIB's environmental and social principles. The promoter's procedures for impact assessment and environmental monitoring will also be aligned with these requirements.

    The promoter shall ensure that the project implementation will be done in accordance with the EIB's Guide to Procurement.
