On 14 July 2015, the EIB Complaints Mechanism (EIB-CM) received a complaint alleging process deficiencies and questionable practices by the European Investment Fund (EIF), Eleven Fund Cooperatief U.A and Eleven Bulgaria OOD (the last two entities are jointly referred to as “Eleven” by the complainant) in the management of the JEREMIE initiative in Bulgaria. According to the complainant, Eleven, acting on behalf on the EIF, had “failed to honour its commitment” to invest JEREMIE/ERDF funds into the complainant’s project. The complainant challenged Eleven’s reasons for rejecting her investment application and alleged that Eleven employed questionable and deficient business practices in selecting investments and implementing deals, exposing the EIF, JEREMIE and ERDF to “significant reputation, economic and legal risks”.
Status
The complaint was escalated to the European Ombudsman.
