    Description

    The project will support eligible investment schemes in selected sub-sovereign public authorities in Silesia and Lower Silesia in Poland. The operation is expected to support urban development and infrastructure modernisation. The loan will be structured as a Programme Loan for Framework Loans supporting eligible cities and self-governing regions.

    Objectifs

    The project is to finance the multiannual investment plans of municipalities and regions, and thus to support urban and regional development and infrastructure modernisation. It is envisaged that the operation will mainly support investments in the areas of urban development and revitalisation, mobility, public buildings for public services including education, health and social care, culture, sport and recreation, environmental infrastructure as well as other investments related to climate resilience and adaptation.

    Aspects environnementaux

    The Bank will generally allocate its funds only to eligible schemes which are environmentally sound. All schemes must comply with EU environmental legislation as well as comply with the principles and standards of the Bank's Environmental Policy Statement.

    Passation des marchés

    The Promoters are subject to the public procurement regime. The Bank will require the Promoters to ensure that contracts for the implementation of the project will be tendered in accordance with the relevant applicable EU procurement legislation: Directive 2014/24/EU, Directive 2014/25/EU, as well as Directive 92/13/EEC and 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU (OJEU), as and where required.
