The project concerns the development and construction of a new diesel power plant (Lowman’s Bay) to gradually replace the existing main generating site at Cane Hall, and the adjustment of the island’s transmission & distribution network to the new alternative site for power generation.

Within the EU, the project would fall under Annex II of Directive 97/11/EC, for which the decision to require an EIA would depend on the member state. In this case, although not formally required by national legislation, the promoter has carried out environmental impact studies (marine and terrestrial) with public consultation to assess the effects of the project. The studies conclude that air pollutant emissions will meet European ambient air quality standards and the impacts on marine communities will be negligible.
The power plant will be procured on a turnkey-basis following the procedures of international tendering including publication in the OJEU according to the Bank’s Guide to Procurement.
