Description

W listopadzie 2014 roku Komisja Europejska i Europejski Bank Inwestycyjny przedstawiły propozycję Planu inwestycyjnego dla Europy – inicjatywy mającej na celu walkę z osłabieniem gospodarczym utrzymującym się od czasu kryzysu finansowego z 2008 roku. Podstawowym celem tej inicjatywy jest pobudzenie na nowo inwestycji i przywrócenie konkurencyjności Unii Europejskiej, a w rezultacie zwiększenie tempa wzrostu gospodarczego i utworzenie nowych miejsc pracy.

Pierwotnym celem EFIS było uruchomienie w okresie trzech lat dodatkowych inwestycji o łącznej wartości 315 mld EUR. Pod koniec 2017 roku podjęto decyzję o rozszerzeniu tej  inicjatywy – obecnie zakładane jest uruchomienie do 2020 roku  środków w wysokości 500 mld EUR. Będzie to możliwe dzięki udzielonej przez Unię Europejską gwarancji w wysokości 26 mld EUR, którą EBI planuje dodatkowo uzupełnić środkami własnymi na sumę 7,5 mld EUR. Nowa łączna kwota 33,5 mld EUR zostanie wykorzystana do pozyskiwania dalszych inwestycji na dwa sposoby:

  • Powyższe środki umożliwią Grupie EBI zwiększenie wsparcia dla europejskiej gospodarki o około 100 mld EUR ponad to, co wynikałoby ze standardowej działalności Banku.
  • Grupa  EBI  nie  jest  nigdy  jedynym  inwestorem  w  projekcie, w związku z czym każde euro finansowania ze środków Banku generuje inwestycje w wysokości kilku euro ze strony innych podmiotów. Proces pozyskiwania współinwestorów nazywa się „przyciąganiem inwestycji”.
