    Programme loan to group risk sharing operations in EU Member States. Sub-operations will be intermediated risk sharing operations with acceptable financial institutions such as banks, leasing companies, and other eligible entities. As an instrument under special activities, sub-operations would need to comply with the applicable risk guidelines.

    Additionality and Impact

    Programme Loan ("PL") to group fully delegated risk sharing operations in EU Member States, providing support to Mid-Caps and Public Sector Entities, fostering their access to liquidity and enabling long-term economic growth. The PL addresses the underlying market failure in access to finance faced by Final Beneficiaries due to information asymmetries and credit risk considerations on the side of the Financial Intermediaries. Given the economic uncertainty exacerbated by supply chain constraints, inflation, rising interest rates, energy security constraints, the lasting effects of the pandemic as well as the Russian Aggression on Ukraine, the proposed risk sharing operations may alleviate some of the pressures faced by the real economy and therefore contribute to job security and job creation. The EIB is uniquely positioned to roll-out a EU-wide LRS product across different geographies and currencies, and allows for higher risk operations to be included under the scope of the guarantee in order to maximize the positive impact on the economy.
