    Description

    The project concerns the construction of a new 70 km 2x2 lanes motorway section of the D1 motorway between the motorway junction with the A1 near Sebes and the motorway junction with the A3 at Turda. The motorway aims to provide a link between the existing motorway sections A1 Orastie-Sibiu and A3 Gilau - Campia Turzii, with a total length of approx. 70 km, a design speed of 120 km/h, including 7 junctions, 4 service points, 4 rest areas, 1 maintenance and control centre, 1 maintenance and monitoring centre and 66 structures.

    Additionality and Impact

    The Project is located on the Core TEN-T Network in a Cohesion region of Romania. The Project addresses the market/network failures related to accessibility along the Core TEN-T Network, in particular the Rhine-Danube TEN-T CNC.

    The Project will improve connectivity and accessibility as well as the traffic safety, offering a modern connection for the transit traffic between two important urban agglomerations of Romania: Cluj-Napoca and Sibiu.

    The Project will serve local, regional and international traffic demand. The project has benefited from JASPERS and PASU Technical Assistance to the Managing Authority to prepare the EU funds application.

    Romania will benefit from the advantageous financial conditions offered by EIB, including long tenors (up to 25 years) and attractive interest rates. Such conditions will allow Romania for a considerable financial flexibility in the implementation of its transport infrastructural investments (including the Sebes-Turda A10 highway) and contribute to the effective absorption of EU funds.

    Objectives

    The new transport link will reduce congestion in the city centres along the corridor, notably by diverting most of the heavy goods vehicles, and enable further development of soft mobility options in the area. Enhancing travel time, reducing operating costs and improving travel safety (of vulnerable road users in particular).

    Environmental aspects

    The EU and Romania national legal procedures have been properly followed in the project preparation and implementation. An Environmental Impact Assessment (EIA) has been completed and the competent authorities have issued environmental decisions and building permits.

    Procurement

    The Promoter is a public contracting authority subject to the relevant EU directives. The procurement is following the principles of the Directives 2014/24/EC and 89/665/EC. The project works and service contracts have been procured through open tenders after international publication in the EU Official Journal.
