Description

Reconstruction and upgrade of a number of public university facilities in Austria.

Objectives

The planned project comprises investments in the real estate of a dozen universities and research institutes located in all main regions of Austria. The investment package includes the following:
• general investments necessary to ensure good functioning of the building estate;
• schemes to improve the energy efficiency of existing buildings; and
• schemes to improve the safety of existing buildings.

Environmental aspects

The project covers universities and research facilities of a kind which are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, though the project may be covered by Annex II of the directive in relation to urban development. The Bank’s services will verify during appraisal whether an EIA is required by the competent authority.

Procurement

The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/18/EEC and/or 2004/17/EEC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
