    Promoter – Financial Intermediary

Warszawska Kolej Dojazdowa Sp. z o.o. (WKD, Warsaw Suburban Rail Company)

    Location

    Description

Purchase of 20 new articulated Electrical Multiple Units (EMUs).

    Objectives

The project is largely to replace existing rolling stock but also entails some increase in carrying capacity. The capacity available after completion of entry into service of all the project units is to be assessed during appraisal.

    Sector(s)

    Proposed EIB finance (Approximate amount)

    EUR 39 million.

    Total cost (Approximate amount)

PLN 400 million. (EUR 102.14 million.)

    Environmental aspects

The project does not fall under either Annex I or Annex II of the Environmental Impact Assessment directive 85/337/EEC as manufacturing and use of rail rolling stock is not included in either list. All else equal, the project is expected to have a positive environmental impact by helping the railways to maintain modal share in key sections of the passenger market that are most appropriately met by rail. During appraisal, the Bank will review the measures to be taken by the promoter in the decommissioning of old rolling stock as well as the design and manufacture of new rolling stock to confirm that best available technologies are to be applied, particularly with respect to noise and energy use.

    Procurement

The promoter is a contracting authority governed by public law and is subject to provisions of Directive 2004/17/EC. Accordingly, a tender notice was published in the OJEU in May 2009. The Bank will examine the procurement arrangements during appraisal. Potential supply side constraints will also be reviewed.

    Status

    Signed - 14/05/2012
