    Description
    Objectives

    The project is for the construction and refurbishment of ten schools in Dumfries and Galloway and the provision of facilities management services.

    The Dumfries & Galloway Schools PPP project matches closely with the Bank's priority lending objectives. It has clear links to several EU priority action programmes related to the development of human capital, lifelong learning, regional sustainability, employment, and social and economic cohesion.

    Environmental aspects
    Procurement

    The project is consistent with EU environmental policy. In principle, the project is not covered by Directive 97/11/EC Annex II, but once the final proposal is known, this may need to be reviewed.

    The project concerns works and services under a DBFO contract. EU directives require the concession to be tendered under public procurement rules (Directive 93/38/EEC applies). The project is being internationally competitively tendered through a negotiated procedure following OJEU publication 2006/S21-023502.
