    Description
    Objectives

    The proposed project concerns the co-financing of part of the 2026-2030 investment programme of the Oldenburgisch-Ostfriesische Wasserverband, the water and wastewater company for 91 municipalities in the state of Lower Saxony in Germany, servicing a population of about 1 million (hereinafter the "Project"). The investment programme mainly concerns the extension and rehabilitation of water supply and wastewater collection and treatment infrastructure.

    The project concerns the co-financing of part of the 2026-2030 investment programme of the OOWV, servicing a population of about 1 million people. The investment programme will upgrade ageing assets, modernise out-dated and energy inefficient technologies, and strengthen resilience against droughts and flooding. The Bank will also co-finance the extension of digital monitoring and operating systems to further optimise operations.

    Procurement

    The project will contribute to ensure compliance with key EU directives in the water sector, notably the Drinking Water Directive (2020/2184/EU) and the Urban Wastewater Treatment Directive 2024/3019/EU. Where and if applicable, and based on a risk-based approach as defined in the EIBG E&S Policy, compliance with the Water Framework Directive (2000/60/EC), specifically Article 4.7, the Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended by Directive 2014/52/EU, the SEA Directive 2001/42/EC, the Birds Directive 2009/147/EC and the Habitats Directive 92/43/EEC will be investigated during appraisal.

    The Bank will require the Promoter to ensure that contracts for implementation of the Project have been and will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/25/EU as well as Directive 92/13/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required. Information on awarded main suppliers/contractors for the implementation of the envisaged operation is not yet available.
